Housing advocates have sued the City of Los Altos, Calif., alleging that city staff and the City Council illegally blocked a housing project that complied with California’s new by-right housing law. The suit alleges that a proposed development in downtown Los Altos qualified for a streamlined approval process for housing projects under Senate Bill 35. That legislation was passed in 2017 to spur more housing developments.

The California Renters Legal Advocacy and Education Fund (CaRLA) accuse city leaders of violating the law by failing to cite an objective rationale for blocking the project. Developers had proposed constructing a mixed-use development with 15 apartments.
