North Carolina residents who live in flood zones could face higher flood insurance rates due to building codes. In unincorporated Dare County, for example, the expiration in January of the building code provision that required structures to be one foot above the minimal base flood elevation (or freeboard) would mean a loss of 200 points toward a discounted rate in the Community Rating System. Without the freeboard regulation in place, along with other deficiencies, the county risks losing 500 points when its CRS is recalculated in 2015.
