A low cost of doing business, along with low energy costs and moderate tax rates, makes Oklahoma City a haven for aspiring entrepreneurs.

CNBC ranked the 15 best cities to start a business based on 18 key metrics that account for business costs, access to resources, and the local business environment. The site noted that Oklahoma City has a cost of living 15 percent below the national average, and that Oklahoma has an incentive where small companies that relocate to the state can receive up to 5 percent cash back on payroll for up to seven years.

Salt Lake City, Charlotte, Tulsa, and Grand Rapids, Mich., round out the top five.
