The highest ranking Democrat and Republican on the Senate banking committee have agreed on a plan to abolish mortgage giants Fannie Mae and Freddie Mac, and fundamentally change the way the U.S. finances the housing sector. Under the plan, the government would guarantee mortgages, but only after the first losses on nonperforming loans are taken by private investors. The senators now face the challenge of building a broad base of support.
